rtst wont work

i recently got rtst and i downloaded a duke nukem voice pack from the forums, i followed the instructions on installing the voice pack by extracting it into C:\Program Files (x86)\Recursion\RealTimeStatTracker then i did tools-configure-enable the voice pack. but it still wont work when my session is active and i get head shots multikills etc. it makes no sound. any help would be greatly apreciated. i run windows 8.1, i launch through steam, i setup the corect charecter, please help.
