Offline Mode: Disable the "repeat customer" and "welcome to planetside" vo lines

Not entirely sure whether to class this as more of a bug or a feature request, since it's sort of got elements of both.

When in offline mode, Recursion is (apparently) unable to differentiate between characters properly, and considers everyone to be BR 0/1. Subsequently you end up with a lot of voice spam, particularly from the "repeat customer" (series) and "welcome to planetside" lines (there may be others affected, but these 2 I particularly noticed). These should automatically be disabled when in offline mode.

Trying to figure out a convenient way for that... achievements are completely modular and unaware of the client's connection status to the API.

For now you can disable them manually under the voice pack options.
