No problem man, we'll get this figured out.

1. Have you tried to do a repair install in the update section?
2. Can you try explicitly running the tracker as administrator (right click -> run as administrator) and see if that changes anything?

If not, can you download this executable http://www.labtestproject.com/files/.../sha256sum.exe and put it in the Components folder inside of the RTST installation directory. Once it's there, can you go to that folder in the command prompt and type "sha256sum * > sums.txt" and paste the data in sums.txt below? What this will perform an integrity check (hash them) of the files that we can compare to what they are supposed to be on our end to see if that is the problem.
